Definition
The Northeast Minnesota Workforce Development Board, in compliance with the WIOA Final Rules and Regulations-20 CFR, Section 663.230, herein defines the term “Self-Sufficiency” for an employed participant needing WIOA Title1-B Adult or Dislocated Worker program intensive services to obtain or retain employment as a position that pays at least the lower living standard income level. A variance for a lower level can be requested for employed workers, if the workers have special needs such as disabilities or other barriers to employment.

Use of Definition
In accordance with WIOA law, rules and regulations, program participants who are employed at the time of program enrollment may access intensive and any subsequent training services only when the intended employment pays at or above the self-sufficiency level.
